Ozone – Open and Accountable Municipalities (May 2021-Feb 2023)

During this project, IREI worked intensively with 6 municipalities/cities to adapt their actions to the needs of citizens. To achieve this, we created a systemic intervention and plan, and trained public officials on how to implement effective measures and improve transparency in their work.

New Program Policy

A group of experts from various fields such as the fight against corruption, municipal/city budgets, social spending, environmental protection and sustainable development, gender equality and inclusion, as well as communications, worked with mayors to create a new program policy document, based on an analysis of the municipalities’ needs. The programs contained specific and measurable goals for each topic – what each municipality/city could achieve during the mayor’s term. The programs also contained a concrete two-year activity plan, as well as an overview of priorities with specific measures – so that municipal/city employees could achieve optimal results.

As a result of the Ozone project, partner municipalities and cities implemented 209 measures, involving an investment of 913,350 KM as well as 6,584 staff hours. In addition, the training program was adapted in accordance with the identified key needs of municipalities and cities. The results and performance section focuses on additional key performance indicators and trends related to municipalities’ commitment to improved policies.
